CYBER POLICY SEMINAR Translating Cyber Threats: Navigating National Security Policy in the Digital Age Program Description: In an era where cyber operations shape international relations and national defense, the ability to bridge technical expertise with policy acumen has become essential. Drawing on real-world scenarios and practitioner insights, participants will explore how cyberspace shapes policy across government agencies, private sector partners, and international alliances, and how diverse skill sets from liberal arts, global studies, and technical disciplines all play critical roles in response and strategy. This program is designed for students considering careers in defense, cybersecurity and policy, law, or any field that will be shaped by the emergence of artificial intelligence and technology. No prior technical expertise is required. Participants will leave with practical insights into career pathways, an understanding of how decisions actually get made in crisis situations, and a network of peers across different academic backgrounds who share interest in this critical and rapidly evolving field. What it is: - An introductory seminar on issues at the intersection of cybersecurity, artificial intelligence, national security, and policy. - A practitioner-developed and guided program for those who are curious about the three-letter agencies of Washington and how policy gets made and implemented. - Fun, immersive, and welcoming for all levels of cyber-domain awareness! What it isn’t: - A hackathon weekend focused on teaching new technical skills or competencies (but hackers are encouraged to attend!) - A purely academic environment guided by lectures, tests, and presentations. - Serious, formal, and selective for only those with significant cyber experience About the Lead Presenter: Kate Bjelde Kate Bjelde recently completed a 2.5-year civilian tour at the Pentagon, advising senior leaders at the Department of the Army and Office of the Secretary of Defense on policy regarding critical infrastructure cybersecurity, weapon system cybersecurity, AI literacy, and legislative affairs. She previously led Special Programs at Thomson Reuters, supporting innovation at the Department of Defense and national security agencies, and held roles at the National Geospatial-Intelligence Agency and Harvard Kennedy School’s Belfer Center. Kate holds a master’s in Counterterrorism Studies from King’s College London and a bachelor’s from Concordia College in Moorhead, MN. In an increasingly interconnected world, the ability to understand and navigate complex topics is becoming even more critical. This survey course is designed to expose undergraduate students to, and expand understanding of, a range of relevant global issues and competencies in order to better prepare them for a range of career options (business, public health, government or non-profit). Issues related to population growth and the movement of people, international trade and finance, energy use, environmental impact, the spread of disease and hunger, cybersecurity and artificial intelligence all require coordination and cooperation that transcend national borders. FORMAT: 25 hours of classroom instruction over the course of five days, plus approximately one hour of light reading/prep work per evening. WHO CAN ENROLL? Current undergraduate students in any major. There are no prerequisites. CREDITS: Cost includes one (1) college/university credit from Concordia College About the Instructor: Anne Linnee Following a 21-year career as a U.S. Foreign Service Officer, Anne retired from the State Department in 2023. During her career she primarily worked on issues in, and related to, Africa and Asia. Her overseas assignments included the United Arab Emirates, Afghanistan, China, Pakistan, Mauritania and South Africa, as well as Washington, DC. Her final assignment was as the U.S. Consul General in Durban, South Africa. She has a B.A. in Urban Studies from the University of Minnesota and a M.S. in National Security Strategy from the National War College in Washington, DC.
